Procurement with Integrity

People understand Procurement is the process of obtaining or sourcing something from others through selling and purchasing transactions. The process in itself may affect many aspects from traditional take-and-give to strict compliance of procedures and ethics. Despite compliance being complex and uneasy to meet, ethics is a much more difficult thing to measure. Ethics have a wide-ranging and broad coverage. However, let us focus on Integrity as a smaller aspect of ethics.

In the context of procurement, integrity means not only being honest and fair but treating applications with confidentiality and impartiality. Acting with integrity means that principles are upheld, no matter what other people or organizations are doing. (ETHICS-IN-PROCUREMENT-PAPER.pdf)

Experience and facts show that procurement built with Integrity will essentially minimize (if not eradicate) corruption, kickbacks, conflict of interest, and bid rigging. Data from KPK (the Corruption Eradication Commission of Indonesia show that 90 percent of corruption cases occur in the procurement area of goods and services (KPK: 90 Persen Kasus Korupsi Ada di Sektor Pengadaan Barang dan Jasa (kompas.com))

The electronic system of Procurement may reduce the above occurrence, however, no matter how good a procurement system is built to prevent corruption, it will be ineffective if not equipped with integrity.

In conclusion, if all procurement is built with integrity, it will create equal opportunity for all involved parties to succeed and contribute to the prosperity of the country.
